I don’t think this is true. I haven’t noticed any approved apps by Apple doing this, including Spotify or Amazon Kindle.
it might still take some time for devs to make the changes and update their apps but according to the judge's ruling and apple's app store review guidelines page that's the case - it is allowed.
it also could be that some companies would chose not to do this still as they don't want to give apple a cut for the users that chose to use IAP. But with the new provisions that you can actually steer people off to your own payment page and even make the price lower there vs IAP I don't see why anyone wouldn't take advantage of it
